If a gambling venue wants to increase the number of gambling machines, an application must be made to Buller District Council. All applications will be publicly notified, and submitters and applicants will be given the opportunity to speak if they wish to.


Who applied for an increase in gambling machines?

The Trust Community Foundation Ltd, 5 Langstone Lane, Northcote, Christchurch 8052, has applied to the Buller District Council to increase the number of gaming machines in an existing Class 4 gambling venue at the Cosmopolitan Hotel, 136 Palmerston Street, Westport 7825.

Currently, there are six gaming machines on the premises. The application requests an additional three gaming machines, bringing the total number to nine machines to be approved.


Consultation process

Any person could make a written submission to this application, either online or by completing the paper form. Submissions opened on Monday, 24 November, and closed at 4:30 pm on Monday, 8 December 2025. Submitters who wish to speak about their applications could do so during the hearings on the 22 April 2026.


Outcome

The Regulatory and Hearings Committee considered the application to increase the number of machines at the Cosmopolitan Hotel by three, bringing the total number to nine machines. Councillors granted the application after hearing from Trust Community Foundation Ltd, which made the application, and Te Whatu Ora, which objected the increase.
